Cyclically adjusted budget deficit (周期调整性预算赤字 zhōuqī tiáozhěngxìng yùsuàn chìzì) refers to a type of government budget deficit occurs when the economy activity and employment is at a normal level. It is evaluated based on the expectation of change in taxation and spending instead of change in fiscal policy. It is also referred to as full-employment budget deficit.

赤 (chì) means red, as in red color (赤色 chìsè); 字 (zì) means character, as in Chinese character (汉字 hànzì); the meaning comes from the old Chinese tradition of writing off deficit in red color;
